Swiss State Safety Programme (SSP)

The Federal Office of Civil Aviation (FOCA) defines the framework for a safe and sus-tainable civil aviation in Switzerland, based on national and international regulations. This includes the publication of a State Safety Programme (SSP), according to the standards of the International Civil Aviation Organization (ICAO).

It is one of the requirements of the ICAO that its member states must introduce a SSP. The ICAO describes the SSP as an integrated set of regulations and activities intended to enhance aviation safety.

The SSP describes Switzerland's regulatory structure as well as the activities and roles relating to the oversight on aviation safety. It shows how the targeted level of civil aviation safety is to be achieved, and also explains how Switzerland meets its international and European obligations.

The SSP is partly based on the European Aviation Safety Programme (EASP), which specifies the background conditions for Switzerland relating to safety oversight in civil aviation, but also largely reflects the basic framework proposed by the IACO, which comprises four components: safety policy and objectives, safety risk management, safety assurance and safety promotion.

The FOCA bears overall responsibility for the continuous, methodic and realistic improvement of safety regulations in aviation. It is both obliged to implement the safety requirements as well as to establish new requirements for adapted technical regulations. The SSP is periodically updated and published on the Federal Office of Civil Aviation (FOCA) website.
