The new EU drone regulation has created a new instrument for granting operating apprivals for drone operations: The Light UAS Operator Certificate, or LUC.
The Implementing Regulation (EU) 2019/947 defines a LUC as an operating certificate for light unmanned aircraft systems. Holders of a LUC are thus authorized to approve their own drone operations. However, LUC holder must meet specific, increased requirements. The issuance of a LUC requires specific aviation knowledge and is usually intended for professional operators who repeatedly fly similar drone operations.
Further details are currently being developed in a designated working group with representatives from various EU member states. Switzerland is also part of this working group and is trying to influence developments in the interest of Switzerland.
