In order to be able to operate commercial flights carrying passengers or cargo an airline requires an operating licence. It obtains this licence when it can demonstrate to the FOCA that it meets the technical, operational and financial requirements and that the operation is thus assured. The comprehensive norms and requirements are based on Swiss and European law.

The FOCA conducts regular audits and inspections to ensure that Swiss airlines with an operating licence continue to meet the necessary requirements. In terms of foreign airlines, where supervision is first and foremost a matter for the home state, the FOCA conducts spot-checks on aircraft and crew.
