Report on Switzerland’s aviation policy (Lupo)
The Federal Council sets out aviation policy guidelines in its report on Switzerland’s aviation policy (Lupo). It commissions an update to the Lupo approximately every ten years. The FOCA is currently revising the 2016 edition of the Lupo.
Aviation makes it possible to cover large distances quickly. It is indispensable in a globalised world with a highly interconnected economy. Passenger and goods transport enables the networking of people, knowledge, production factors and goods flows. Aviation is therefore of considerable economic importance for a small, open economy such as Switzerland’s.
The federal government’s task is to create the conditions for optimal international connectivity for Switzerland, to ensure a high level of security and to take steps toward achieving Switzerland’s climate targets. The Federal Council sets out aviation policy guidelines in its report on Switzerland’s aviation policy (Lupo). It adopted the first such report in 2004 and the second in 2016.
The first report was written in the wake of the Swissair crisis and serious accidents. The second report outlined how aviation policy should evolve against the backdrop of growing mobility, new airlines and technological advances. The third edition of the Lupo is currently being drafted and is due to be published in 2028.
