Safety and risk management (SRM) is a steering and control tool which enables a continually high safety standard in the key areas of flight aviation technology, flight operation and infrastructures to be maintained.

Just Culture Declaration FOCA

The reporter does not experience any prejudice based on the information they have reported to the FOCA, in line with the reporting requirements. This principle applies, as far as no willful misconduct or serious lack of professional duty of care is evident.

Reporting Office ROJCA (Reporting Office for Just Culture in Civil Aviation)

The Reporting Office for Just Culture in Civil Aviation aims to strengthen Just Culture through the protection of the information source of an occurrence reporting in Swiss Civil Aviation. Individuals can inform the Reporting Office of alleged infringements regarding the protection principles by national authorities or their organisation.

The ROJCA does not replace the occurrence reporting system of the FOCA. Irregular occurrences that compromise or that could compromise air safety must be reported to the FOCA.

Activities SRM

The FOCA proactively seeks to ascertain risks and gradual trends that could lower the general safety level, in order to counteract these with suitable measures.The FOCA has set up a special safety and risk management section to address this task. The section runs and updates a risk database using a safety management system (SMS) and coordinates risk assessment across the individual technical areas of expertise (aircraft, flight operations, flight safety and infrastructure). This database will systematically collect information relating to incidents and inspections from FOCA experts as well as from many other partners.

Safety Management Systems (SMS)

Under ICAO Annex 6, the extended introduction of safety management systems (SMS) in civil aviation is required. In Switzerland, these requirements came into force on 1.1.2009. Similar international rules concerning air traffic services (ICAO Annex 11) and certain aerodromes (ICAO Annex 14) already exist and have been implemented or are in the process of being implemented.

Das BAZL legt auf Grund der geltenden nationalen und internationalen Vorschriften die Rahmenbedingungen für eine sichere und nachhaltige Zivilluftfahrt in der Schweiz fest. Dazu gehört auch die Publikation eines Sicherheitsprogrammes, des State-Safety-Programms (SSP), gemäss den Vorgaben der Internationalen Zivilluftfahrtorganisation (ICAO).
