Digitisation of the licensing application and examination system

Launch with the “Drones” module
The first dLIS module, “Drones”, went live in December 2024. It is aimed at drone operators (private individuals and companies) as well as drone pilots and replaces the former UAS.gate platform. The interface with the learning and examination platform dExam enables online examinations, on-site theoretical examinations and online training.
“Flight personnel” module for pilots and flight schools
Since November 2025, dLIS has also been available to pilots and flight schools. Flight schools can register and recommend their candidates for theory examinations. Candidates register directly in dLIS, book their examination date independently and pay online. In December 2025, the first theory examination was successfully conducted using this process.

The aim of dLIS is the sustainable simplification of licensing application and examination processes. From registration and examination enrolment to the submission of applications, all steps are supported digitally and managed via clearly defined workflows. This reduces the administrative burden and increases transparency for all stakeholders.
Step-by-step expansion from 2026
Ab 2026 wird dLIS kontinuierlich weiterentwickelt. In weiteren Ausbauschritten werden zusätzliche Lizenzanträge und Fachbereiche integriert, um langfristig das gesamte Lizenzantrags- und Prüfungswesen des BAZL digital abzudecken.
