Access dLIS

dLIS is the digital platform of the Federal Office of Civil Aviation (FOCA) for licence applications and examinations. Here you will find more information about the Flight Personnel (FCL) module.

Getting started

All external users go through three steps once:

  • You create an AGOV account and use it to log in to dLIS.
  • When you log in for the first time, the dLIS onboarding process starts automatically: you enter your contact details and upload a copy of your identity card or passport. You then activate the “Aeroplane / Helicopter / Sailplane / Balloon Licences (FCL)” domain.
  • FOCA checks the activation and processes it within the next few working days

When step 3 is completed, you will you see your licence number, licences and ratings and will be able to start applications.
