Security measures
In civil aviation, the purpose of security measures is to protect against external threats such as aircraft hijackings, acts of sabotage and terrorist attacks.
Within the scope of security measures, the Federal Office of Civil Aviation (FOCA) is responsible for the certification and supervision of airports and airfields, airlines, regulated providers of on-board supplies, providers of air navigation services, regulated agents, independent auditors and providers of screening services.
The measures include:
- Access control;
- Inspections of passengers and hand luggage;
- Inspections of regulated agents;
- Inspections of independent auditors;
- Protection of checked-in baggage;
- Protection of aircraft;
- Training of persons acting on behalf of independent auditors;
- Protection of IT systems and control of access to Skyguide and Meteo Switzerland (air navigations services);

Regulated Agent
Regulated agents are companies such as providers of forwarding and transport services. In accordance with the relevant legal provisions, they carry out security checks of air cargo, as well as express and mail consignments for aviation companies.

Hauliers
Hauliers are businesses that transport secure air cargo. They do not operate secure air freight storage facilities; they are not a regulated agent or a known consignor.

Known Consignor
Known consignors send air cargo or airmail in their own name and for their own account, and have to comply with the relevant security regulations and standards.

Regulated supplier of in-flight supplies
In-flight supplies, including catering, intended for carriage or use on board an aircraft shall be sub-jected to security controls and thereafter protected until loaded onto the aircraft in order to prevent prohibited articles from being introduced on board an aircraft.

The legislation and guidelines governing security measures are based on Swiss regulations, as well as on international regulations and agreements.

Aviation Cybersecurity
As civil aviation becomes increasingly digital and many systems and processes rely on IT and network technologies, cybersecurity has become a key issue. From aircraft technology to passenger data and airport infrastructure, robust security measures and contingency plans must be in place to minimise security risks and the occurrence of outages and data theft. A strong focus on cybersecurity is therefore vital not only to protect passengers, but also to boost public confidence and the economic success of the civil aviation industry as a whole.
