Hauliers are businesses that transport secure air cargo.
They do not operate secure air freight storage facilities; they are not a regulated agent or a known consignor.
Transporters based in Switzerland can apply for approval to transport secure air cargo on behalf of all regulated agents and known consignors.
The external training provider 2assistU has been commissioned on behalf of the Federal Office of Civil Aviation FOCA to carry out the certification process and training. A haulier declaration is signed between 2assistU and the haulier company for each site. Annual web-based training is held for company agents and drivers.
Once approval is obtained, the company name is published in the list of approved hauliers.
The haulier may then continue to sign the haulier declaration on behalf of an individual regulated agent, until further notice. The regulated agent is responsible for training and quality control at the haulier company. Haulier declarations may not be signed on behalf of the known consignor.
Initial certification including training of the company agent: CHF 460
Haulier declaration renewal: CHF 300 (every two years)
Web-based training: CHF 60 (annually, per log-in)
Each haulier must sign the haulier declaration and submit it to 2assistU for verification and archiving.
2assistU operates the national database on behalf of the FOCA: List of approved hauliers in Switzerland.
Both the agent (e.g. the dispatcher) and the drivers must complete web-based training each year.
All those undergoing training must pass a background check before taking the course.
Upon completion of the course, all participants receive an ID card bearing the words Haulier Authorisation. Drivers must present this ID in the handover process.
